Despite the efforts of the Narragansett Tribe of Indians (who have made multiple attempts to open up a gambling resort in RI during the last 20 years), there are no Indian casinos active in the state. It’s unclear whether this will change in the future, but for now, you’ll have to focus your attentions on the two large-scale commercial resorts in Lincoln and Tiverton.
Rhode Island is one of 10 US states to have legalized the operation of so-called ‘racinos’, which are classed as casino resorts that feature a racetrack. However, while you can place sports and horse racing wagers at the commercial Twin River casino, we have yet to see a dedicated structure of this type built in the state.
Back in the day when offline gambling was largely prohibited throughout North America, so-called ‘riverboat’ casinos were typically built to exploit a legal loophole and allow games of chance. Many exist to this day, with an approximately 63 spread across six US states.
While there are none licensed in Rhode Island, the nearest state with this type of resort is Indiana (which has six registered riverboat casinos in total). So, if you’re not happy with the selection of casinos in RI, be sure to check the next section to review your full range of options.

As we’ve said, there are currently two Rhode Island gambling cities, each of which is home to a single casino resort. At present, there are no plans to build one brick-and-mortar casinos, as while RI has recently legalized sports betting, this is likely to be driven online and through the existing Twin River brand.

Rhode Island is certainly home to a large number of casino games and verticals, from around 5,100 traditional and video reel slots to various iterations of roulette and blackjack. In addition to a universal federal tax of 24%, winners in RI will be required to pay up to 5.99% of their take under the state’s existing personal income laws. This creates a top tax rate of up to 29.99%, while winning sports bet wagers may be subject to a much higher charge of 51%.
Offline casino gambling is legal at approved locations and resorts and has been since an amendment in 2012.
Licensed horse race betting and wagering is also legal at approved locations and was formally approved in 1979.
Elsewhere, bingo and raffles are permitted in senior citizen housing, while the former may also be hosted by charitable organizations.
While regulating casino gambling, the RI authorities made all winnings subject to a payable income tax rate of up to 5.99% (in addition to the federal levy of 24%).
The Twin River Casino opened first on July 7, 1947 as Lincoln Downs.
1934 Rhode Island’s gambling history can be traced back to 1934, when voters approved the addition of pari-mutuel betting on horse races. While the state’s two subsequent racetracks at Narragansett Park and Lincoln Downs closed down in the 1970s, it was during this decade that the local authority first introduced the state lottery in 1973.
1980 Further referendums helped to legalize bingo and refine horse betting laws in the state before 1980, although the state resisted any calls to formally regulate offline casinos in the region. This changed after 1992, when the Foxwoods Resort Casino in Connecticut opened and began to draw money away from the state.
2012 So, the authority began to allow video lotter terminals at the racetrack, and in 2012 casino gaming was fully legalized allowing for the development of the Twin River and Newport Grand resorts. The former acquired the latter and renamed it the Tiverton Casino in 2015, and the two locations have since gone from strength to strength.
Despite the recent decision to legalize mobile sports betting, the prospects of extending this legislation to online casino gameplay remain slim for the time being. Interestingly, mobile sports betting is currently overseen by the Rhode Island Lottery, with any winnings generated through this platform currently taxed at a rate of 51%.
