This should not come as a major surprise, of course, with the West Coast known as a frontier state that has a long history of regulated (and unregulated) gambling as well as horse racing.

By 1984, the Californian state had already begun to host basic casino gameplay and activity, after a number of tribes had cited their semi-independent, sovereign nation status to offer rudimentary bingo games with real money cash prizes. A three-year legal battle ensued between the tribes and the state, but in 1987, the US Supreme Court ruled that the state authority could not bar gambling on native land at all. CA wasn’t alone in enduring this type of legislative battle, and the following year saw Congress pass the Indian Gaming Regulatory Act. This laid the framework for Indian gambling to thrive in the states, as it mandates that tribes and state governments establish compacts that regulate gaming activity and the types of betting limits involved.
While there have been expectations that CA will legalize online casino gambling in California and sports betting for years now, this is unlikely in the near-term. In fact, a potential bill to place sports betting on the November 2020 ballot died in the senate recently, and this isn’t expected to be raised again until some point in 2021.
